Texas Waiver Program Wait Lists & LIDDA Notifications

  1. In September, 2022, The Handley Family proposed a bill that would later become known as “The Handley Bill” (HB4716). This bill would require school districts to refer students with intellectual and developmental disabilities (IDD) to their Local IDD Authority (LIDDA) for services and public benefits, including home and community-based services (HCBS) waiver programs upon public school diagnosis.

     

    The bill passed the Texas House; however, due to lack of time in the session, it was not heard in the Senate. The legislature will not meet again until 2025. Your answers to these questions will help families across Texas.

At area resource fairs, we’ve learned that a majority of the families have not been referred to their Local IDD Authority by their school district at the time of their child’s diagnosis. This was the story we faced with our own daughter. Because of this, we proposed the idea for HB4716 which became known as “The Handley Bill”. The passage of this legislation will benefit all of us.
